Lammenschansweg: Besluiten korte termijn maatregelen verkeer / Decisions short term traffic measures
20.11.2023 : De klankbordgroep over de verkeersmaatregelen op de Lammenschansweg is vorige maand voor het laatste bijeen geweest. De gemeente had in de tussentijd de matrix met voorgestelde maatregelen gecheckt op uitvoerbaarheid, technisch, financieel en tegenover de herinrichting van de Lammenschansweg op de langere termijn.English follows the Dutch text
Een link naar de matrix vindt u hieronder. Groen betekent maatregel gaat door op de korte termijn. Rood niet nu, maar meestal wel op de langere termijn.
Er is onderzoek gedaan naar de verlichting van de kruispunten, die bleek afdoende, m.u.v. Bètaplein.. De gemeente overweegt op het wegdek bij de oversteekplaatsen verlichting aan te brengen met sensoren. Dat is een experiment voor Leiden.
De paralelwegen naar 30 km brengen blijkt voor de korte termijn niet goed haalbaar, dat zou een hele herinrichting van die wegen betekenen, die op de langere termijn sowieso zal plaatsvinden. De gemeente gaat wel 30 km borden plaatsen, maar handhaving zal nog niet kunnen, omdat de politie dit alleen doet bij 30 km zones die wél aan alle voorwaarden daarna voldoen.
De uitrit bij de Zeemanlaan zal worden aangepast en bij de Koninginnelaan komt als dat kan een waarschuwingsbord voor automobilisten die rechtsaf gaan, dat fietsers kunnen oversteken.
De korte termijn maatregelen zullen in het eerste kwartaal van 2024 worden gestart, streven is vóór de zomer klaar.
De planning voor het lange termijn plan herinrichting Lammenschansweg en omgeving is als volgt: Kaderbesluit zomer 2024, uitvoeringsbesluit zomer 2025, start aanbesteding daarna, uitvoering begin 2027. De daadwerkelijke uitvoering hangt ook af van de planning rond de Rijnlandroute (aanpassing Lammenschansplein en Europaweg).
Het participatietraject voor de lange termijn herinrichting start volgens planning in november/december. De gemeente zal verschillende scenario’s uitwerken en wil komen tot een voorkeursoplossing, waarbij de behoeften van de omwonenden zullen worden meegewogen.

Decisions on short-term traffic measures on Lammenschansweg
The sounding board group on the traffic measures on the Lammenschansweg met for the last time last month. In the meantime, the municipality had checked the matrix with proposed measures for feasibility, technical, financial and with regard to the redevelopment of the Lammenschansweg in the longer term.
A link to the matrix can be found below. Green means measure will continue in the short term. Red not now, but usually in the longer term.
Research has been conducted into the lighting of the intersections, which turned out to be adequate, with the exception of Bètaplein. The municipality is considering installing lighting with sensors on the road surface at the crossings. That is an experiment for Leiden.
Altering the parallel roads to 30 km does not appear to be feasible in the short term; that would mean a complete redesign of those roads, which will certainly take place in the longer term. The municipality will place signs along 30 km, but enforcement will not yet be possible, because the police will only do this in 30 km zones that meet all the subsequent conditions.
The exit at Zeemanlaan will be adjusted and, if possible, a warning sign will be placed at Koninginnelaan for motorists turning right that cyclists can cross their path.
The short-term measures will be started in the first quarter of 2024, with the aim to be completed before the summer.
The planning for the long-term plan for the redevelopment of Lammenschansweg and the surrounding area is as follows: Framework decision summer 2024, implementation decision summer 2025, tender will start afterwards, implementation in early 2027. The actual implementation also depends on the planning around the Rijnland Route (changes to the Lammenschansplein and Europaweg - see article elsewhere on this site).
The participation process for the long-term redevelopment will start as planned in November/December. The municipality will develop various scenarios and wants to arrive at a preferential solution, in which the needs of local residents will be taken into account.
